Vision

          There’s no greater wealth than a person’s health. The school clinic is an integral service component of Claret College of Isabela that envisions school personnel and students with a sound mind and sound body having positive attitude towards other people and towards life in general.

Mission

We are committed to:

          Provide effective health care service to the students, teaching and non-teaching personnel to be physically and mentally healthy individuals. Sustain health education as a way of inculcating positive health values and behavior.

Goals

          To provide a quality, sufficient and responsive clinic services to enhance and sustain student’s holistic growth and development.

Objective

          1. To ensure a safe and secured environment where primary care is rendered.
          2. To promote optimum health status to enhance student’s and personnel growth and development.

SCHOOL CLINIC POLICIES (FACE – FACE SET UP)

A. Student Health Examination

          According to RA 951 which states that private schools, colleges and universities in the Philippines should provide medical and dental service for pupils and students, Claret School Clinic which consists of 1 Physician, 1 Dentist and a nurse (DECS Memorandum No.87 series 1984) conduct an annual medical and dental service for every school year.
          • Annual Growth Screening and BMI are required to be taken to all students.
          • Parents should be informed in advance prior to the actual start of physical examination.
          • Annual medical and dental checkups are done every school year. Schedule of examinations are announced.
          • Deworming is done twice every school year (July and January). A medical consent should be signed by child’s parent or guardian. If parent/guardian didn’t consent it, child is not allowed to take the medication.

B. Pupils and students must have their own medical records which includes:
         • Health history, including chronic illness and treatment plan
         • Annual medical and dental results.
         • BMI
         • Medical administration and consents
         • Allergies should be highlighted
         • If student was examined by family doctor, request to provide a medical examination report which will be attached to the student’s medical record.
         • Clinic activities, administration of medication and care are recorded on a daily basis.

C. First Aid and Injuries
         • Minor injuries are generally treated in the clinic with appropriate first aid. Injuries in this category are scratch; fingertip cuts not more than 1cm, bump/hit by something without bruising/lump, mild pain and minimal swelling
         • Significant Minor injuries include severe abrasions with bleeding, cuts and bruises, swelling, lump, dislocation, strain/sprain. The school nurse shall assess thoroughly, take necessary interventions as per scope of practice and make judgment on the situation. Parents should be informed through phone call as soon as possible.
         • Head injury must have immediate medical attention if; there is a cut or laceration on head or scalp, presence of bleeding or fluid coming from nose or ear and if child is vomiting, disoriented and unconscious.

D. First Aid Kits and First Aid Trained Staff
         • First Aid Kit is present inside the clinic and in every Department or Faculty inside the school.
         • In case of an accident, if the victim is awake and responsive and can walk his/her class teacher or any witness should accompany the victim to the school clinic for appropriate care.
         • If neck injury is suspected, do not try to move them unless area is not safe. Send someone to call the clinic nurse or any first aid trained staff. Do not leave victim unattended.
         • Provide referral for the victim to get appropriate care (if needed) in the hospital.

E. Accidents and Emergencies That Require Hospital Transfer

    Any injuries that could potentially prolong disability and is life threatening. These includes:
         • Unconsciousness, lethargy or unusually confused
         • Difficulty breathing, shortness of breath, airway is blocked or not breathing
         • Severe bleeding
         • A child that has seizure for the first time or a seizure that last more than a minute
         • Severe injuries to the head, eye, neck or back
         • Broken bone
         • Deep, extensive wound
         • Severe pain that is not alleviated with initial intervention
         • Unsure of the situation/injury

F. Medication Dispensation

         • The School Clinic has its own basic supply of medications. Medications are kept inside a cupboard or refrigerator (if medication’s temperature needs to be maintained). Child’s parents will be notified prior to administration of any medication. However, in cases like high fever if parents were unable to contact it will be at the discretion of School Physician/ nurse to medicate the child if deemed necessary.
        • No medications shall be dispensed at school without parental authorization.
        • Only a starting dose is given to every sick students/employee.
        • Antibiotics are only prescribed by the School Physician
        • Students/employees who have underlying illness and has maintenance medication should bring their own medication.
        • The School Nurse will keep the medication records and keep daily logs of School-dispensed medications.
        • Non-traditional forms of medication (herbal or home remedies) will not be administered in the school (dosage and action not known).

G. Infection Control and Prevention

     Claret College of Isabela Inc. does not allow any student onto premises who appears to be suffering from an infection or any contagious diseases to prevent and control the spread of infection.

     1. Fever

        a. Any student who has any of these following symptoms should be seen by a physician or stay at home until fully recovered:
              1) Fever (38 degrees above)
              2) Diarrhea or vomiting
              3) Eye or ear discharge
              4) Red, watery and itchy eyes (with or without discharges)
              5) Rashes (unknown origin)
        b. If student is unwell upon arrival to school, he/she will be sent home to avoid cross infection.
        c. He/ she can return to school if he/she is fever free for at least 24hours
        d. If child develops a fever in school, parents or guardians are contacted to pick up the child immediately.
        e. Only let the child go home if parent/guardian is present. Do not let unwell child go home alone.

H. Issuance of Excuse/Referral Slip

     1. Excuse slip is only given to students if they are seen and checked by the nurse on duty and assessed to have certain illness. They can be excused from class and will be permitted to go home.
     2. Referral slip is given to students and personnel who wish to have themselves checked in the hospital.

         a. Issuance of medical certificate
             1) The clinic will issue medical certificates if, and only if, the employee or students has undergone proper medical consultation with the School Physician.
             2) If the students or employee has been seen by a different physician other than the School Physician, the employee will have to secure a medical certificate from the doctor who has seen him/her.

       b. On staying inside the clinic

            1) On staying inside the clinic, students are only allowed to stay and rest if they are sick and may stay in the clinic until their condition is stable and vital signs are normal.
            2) Sick students are not allowed to bring friends to stay with them.
            3) Only one person each bed is allowed.
            4) Eating while on bed is strictly not allowed unless it’s necessary
            5) Visitors are only allowed to stay for 5 minutes inside the clinic
            6) Students are not allowed to standby inside the clinic

      c. Medical Insurance

           Claret College of Isabela offers insurance to its students (who are officially enrolled) and employees which includes:

          1) Accidental Death Dismemberment
          2) Burial benefits due to accident
          3) Unprovoked Murder and Assault
          4) Accident Medical Reimbursement
          5) Daily Hospital Income and Confinement Warranty
          6) Motorcycling Accident

               a) This policy is extended to cover injuries to and death of the named insured (driver or as a pillion rider) resulting from a motorcycling accident.
               b) The following conditions must be observed:

                     i. Motorcycle rider must have a valid license
                     ii. Motorcycle driver/pillion rider must wear helmets while riding on a motorcycle
                     iii. Excluding accidents due to racing, pace-making, speed testing, exhibition
                     iv. Excludes accidents while the insured is under the influence of liquor or prohibited drugs

              For students and employees to be able to avail the insurance they need to present the following:

              a) Medical Certificate (from the hospital where they got themselves checked)
              b) Certification from clinic to be signed by the School nurse and by the Principal (for Basic Education students) and            Chairperson (for College students)
              c) Live birth
              d) Police Report for vehicular accidents and their driver’s license
              e) Students and employees contact numbers

SCHOOL CLINIC POLICIES (COVID-19, THE NEW NORMAL)

         Corona Virus or known as Covid-19 is a disease caused by SARS-CoV-2 that can trigger a respiratory infection. It can affect your upper respiratory tract which includes the sinuses, nose and throat) or lower respiratory tract, the windpipes and lungs).

        Mainly spreads from person to person. Most of the time when an infected person coughs or sneezes. You can acquire the virus by breathing it in inside your body. Some people don’t have symptoms (asymptomatic) but they can still spread the virus.

A. Main symptoms include:

        1. Fever
        2. Coughing
        3. Shortness of breath
        4. Difficulty of breathing
        5. Fatigue
        6. Chills
        7. Body pain
        8. Headache
        9. Sore throat
        10. Congestion/runny nose
        11. Loss of smell and taste
        12. Nausea
        13. Diarrhea

B. Prevention of Coronavirus

       1. Cover nose and mouth in public
             a) Use of facemask and face shield is a mandatory in public places except for: children under 2 years of age
             b) having difficulty of breathing
             c) Unconscious
       2. Wash hands often with soap and water or clean them with an alcohol- based sanitizer
       3. Don’t touch your face
            a) Corona viruses can live on surface you touch for several hours. If they get on your hands and touch your eyes, nose and mouth they can get into your body.

       4. Practice Social Distancing
           a) At least 1.5m-2m away from another person

        5. Clean and disinfect
           a) Disinfect surfaces you touch often such as tables, doorknobs, light switches, toilets, faucets and sinks.
           b) Use a mix of 1/4cup of household bleach per 1 gallon of water.

REDUCING TRANSMISSION OF COVID-19 (NEW NORMAL)

All personnel, students, clients/guests are expected to adhere to the policy on Covid-19 prevention and control to include but not limited to:
        a. Wearing of mask and face shield at all times before entering and while inside the school.
        b. Mandatory accomplishment of the health checklist.
        c. Checking of temperature (Thermal scanning)
            • If temperature is T-37.6 degrees Celsius and above, he/she must rest for about (5) minutes, then rechecked the temperature again. If the temperature is still the same he/she is not allowed to enter the school.
       d. Mandatory hand hygiene prior to entering the school.
           • Spray alcohol on both hands; provide disinfectant for footbath at the entrance gate.
       e. All personnel, students, clients/guests are expected to
           • Always wear mask and face shield at all times and remove only when eating or drinking.
           • Accomplish the health checklist (Health Questionnaire) and record their temperature in the health checklist.
           • Observe 1-2 meters physical distancing while on queue.

INSIDE THE WORKPLACE:

       a. All work areas and frequently handled objects such as doorknobs and handles shall be cleaned and disinfected regularly at least once every (2) hours.
       b. Washrooms/toilets shall have enough clean water and soap.
       c. Alcohol/Sanitizer shall be available in offices and in areas where employee, students, clients/guests pass.
       d. Workers whether in the office or in operation area shall always practice physical distancing at least (1) meter radius space (side, back and front) between workers.
       e. Eating in communal areas is discouraged. Ensure to maintain 1 meter distancing and all waste must disposed properly. It is discouraged that workers engage in conversation with mask off during meal times.
       f. Canteen and kitchen should be cleaned and disinfected regularly.

MINIMIZE CONTACT RATE

       • Alternative work arrangements, such as working-hour shifts, work from home, where feasible and on rotation basis.
       • Prolonged face-to-face interaction between workers and with clients are discouraged. Mask and face shield shall be worn and not removed.
       • Office should be arranged in order to maintain proper physical distancing.
       • Workstation layout should be designed to allow for indirection movements in aisles, corridors, walkways.
       • To maintain physical distancing, number of people inside an enclosed space such as room, store or hall shall be limited.
       • Online system shall be highly encouraged to be utilized for clients needing assistance from the offices.

REDUCING THE RISK OF COVID-19 INFECTION

       • If a worker is suspected as having Covid-19:
          a. The worker must proceed to the isolation area designated in the workplace and never remove his/her mask if he/she is inside the school premises. If not he/she is advised to isolate in their respective house.
          b. Nurse/Clinic staff attending the worker should wear appropriate PPEs, Coordinate with the City Health Office or City DRRMO. Transfer to the nearest hospital if needed.
          c. Decontamination of workplace:
              – Workplace shall be decontaminated with appropriate disinfectant (e.g. chlorine bleaching and 1:100 phenol based disinfectant).
              – After decontamination of the work area, work can resume after 24 hours; and
          d. Workers present in the work area with the suspected shall go on isolation with specific instructions from the clinic staff with instructions from the City Health Office on monitoring of symptoms and possible next steps. If suspected Covid-19 worker has a negative result, co-workers may be allowed to report back per City Health Office instruction.
      • In the event that a worker is sick or has a fever but is not suspected to have Covid-19 (ex. Urinary tract infection, wound infection, or any diseases not related to lungs or respiratory tract), the employer/clinic nurse must advice the worker to take prudent measures to limit the spread of communicable diseases, as follows:
           a. Stay at home and keep away from work or crowds;
           b. Take adequate rest and take plenty of fluids;
           c. Practice personal hygiene to prevent spread of diseases;
           d. Secure medical certificate from the hospital if worker is planning to report back to work.
           e. Seek appropriate medical care if there is persistent fever, when difficulty of breathing has started, or when he/she becomes weak.
       • Workers who tested positive in Covid-19 will undergo quarantine in the facility provided by the City Government. After undergoing quarantine, before reporting to work, worker should present a certificate given by the City Health Office indicating that he/she underwent quarantine.

PARENT NOTIFICATION

       The Nurse in charge may contact parents or guardian of the child to obtain or verify information about their child’s health, give advice to follow up, referrals and before giving medication.

       The nurse can also call the parents/guardian if;

          a. The child has an injury that is a concern
          b. If the child is sick
          c. If critical emergency occurs
          d. The child has any suspected deviation on his/her health found during the annual medical/dental examination
